Enforce Two-Step Verification
Enforce two-step verification so that users can’t turn it off.
Using Organizational units, you can exclude specific users from two-step verification enforcement or apply it only to specific users.
Go to the Admin console https://admin.google.com and click Security.
Select the 2-Step Verification section.
Under Organizational Units, select the OU with the users you want to exclude from enforcement. This will also apply to all sub-OUs under the OU you choose.
You can search for an OU to find it faster if you have a large OU structure.
Click Turn off enforcement to disable it for the OU you selected.
At the bottom, click OVERRIDE.
